Now, some advocates are concerned the issue will be put off until the end of the year. That’s because all 80 seats in the state Assembly, the Legislature’s lower house, are up for grabs in November’s elections, and some fear Democrats in charge want to avoid tackling a controversial issue that could fire up the Republican base and lead to negative campaign ads.
Insiders say it might be safer to vote on the matter in the lame-duck session, the period between the elections and when the new Assembly is sworn in.
Carlos Rojas, a leader of Cosecha, a New Brunswick group that has organized rallies on the issue, said he’s worried “political calculations” will force immigrants to wait even longer.
“I think the Latino communities need more than just words,” Rojas said.
Murphy is pushing for the vote to happen quickly, saying it would be a mistake to hold off.

“Allowing our undocumented immigrant community to obtain driver’s licenses is a critical step to building a stronger and fairer New Jersey for all,' Alyana Alfaro, a deputy spokeswoman for the governor, said in a statement to NJ Advance Media.
“This policy will make our roads safer for all drivers and also stimulate the economy,” Alfaro added. 'The governor believes we should get this done as soon as possible and looks forward to working collaboratively with the Legislature to move the process forward.”
Assembly Speaker Craig Coughlin, D-Middlesex, hasn’t made any public comments about when a vote on the licenses might happen.
But a spokesman for the Assembly Democrats told NJ Advance Media that Assemblywoman Annette Quijano, D-Hudson — the lawmaker driving the issue — is “still finalizing her legislation.'
“It’s a complicated and technical bill, and it’s critical to get it done correctly rather than quickly,” the spokesman, Kevin McArdle, said. 'The speaker is awaiting a finished product for a thorough review before deciding on a course of action and a timeframe for moving the bill.”
State Sen. Joseph Vitale, D-Middlesex — a co-sponsor of the legislation in the Legislature’s upper house — also said the language of the bill is “still a moving target.”
Sweeney, D-Gloucester, stressed it’s still an issue legislative leaders care about.
Murphy has taken steps of his own, including having the state Motor Vehicle Commission talk to other states about how they run their licensing programs.
Twelve states — including nearby Delaware and Connecticut — and Washington, D.C., already provide special licenses to undocumented immigrants.
But the governor needs the Legislature to pass a bill. And as Murphy learned a few times in his first year, the Legislature is led by Democrats who are more moderate than progressive. Plus, Murphy’s relationship with legislative leaders has sometimes been strained. That combination has caused some of his policy proposals to hit a wall.
There are more than 466,000 undocumented immigrants of driving age in New Jersey, according to a 2018 study by left-leaning think tank NJ Policy Perspective.
Proponents say special licenses who make it easier for undocumented immigrants to get to work, take their children to the doctor, and buy groceries.
“There are a lot of parts of New Jersey that are really impossible to get around without a drivers license,” said Johanna Calle, director of the New Jersey Alliance for Immigrant Justice.
Plus, proponents say, the licenses would improve safety because many undocumented immigrants are already driving without insurance and registration. This would allow them to obtain those documents — and even help lower insurance premiums for everyone in the state.
“They’re on our roads. They’re working in different places,” Sweeney said on his radio show last September. 'So it’s something that we’re going to have to address. We’ve just have to figure out how we do it in the right way.”
Sponsors say undocumented immigrants in New Jersey would still need to provide ID proving their residence and pass a road test to obtain a license. The licenses could not be used for any federal purposes, such as boarding a plane.
But critics fear this could lead to voter fraud and risk homeland security.
A group of Republican state lawmakers from Ocean County — state Sen. Christopher Connors, Assemblyman Brian Rumpf, and Assemblywoman DiAnne Gove — released a statement earlier this year blasting the idea.
“Essential programs and services for legal residents are on the chopping block all while the needs of illegal aliens continue to be prioritized,' they said.
A more recent bill would institute a new two-tier licensing system to get New Jersey in compliance with the federal REAL ID act — which the state has until October to comply with.
That legislation would also create a separate standard license for undocumented immigrants in New Jersey.
Advocates say lawmakers up for re-election shouldn’t fear the issue, especially in the wake of last year’s midterm congressional elections, when Democrats flipped four U.S. House seats in New Jersey, in part because of voters protesting the policies of Republican President Donald Trump.
“I think lawmakers are rushing to think about the 2019 election and not really thinking about the outcome of 2018 midterm election,” Rojas said. “New Jersey definitely had a blue wave. I think one of the messages voters sent was they’re actually anti-Trump voters. And what it means to be anti-Trump is to stand up for immigrants.”

The proposed bill would effectively create “two categories of driver’s licenses and identification cards,” the report said. Residents who are unable to prove “lawful residents” in the United States, will be allowed to receive permits and standard driver’s licenses or identification cards.
Critics say the bill is unfair because legal New Jersey residents must provide “six points” of identification to get a driver’s license – something many undocumented immigrants don’t have, according to the report.

But the bill’s proponents, like the group 'Let’s Drive NJ,' believe it will keep the roads safer and “strengthen cooperation between immigrant communities and law enforcement.”
“When more motorists are registered and licensed, law enforcement will be able to hold more motorists accountable for their driving records,” the group said.
